In 2019, IG Praveen Chand is shocked to hear about a police constable being shot at a point-blank range. This instance reminds him of Akhtar Ahmed, the architect of similar incidents that occurred in 2007.
Vijendra Prasad survived an attack on his life but lives through the trauma of seeing his colleagues Appaswamy and Veeraswamy shot dead by Akhtar on the 1st and 2nd anniversary of Makkah Masjid Blast respectively.
IG Praveen Chand forms a team to nab the killer. He travels to Punganur in Chittoor district to recruit Selva Kumari, a widow and the wife of constable U. Rakesh who was killed by Akhtar in 2009.
NK Amith IPS, a Hindu fanatic, has a personal score to settle with Akhtar, who had threatened to eliminate him. Amith, a suspended deputy officer now under investigation, is also a close confidante of a big politician.
Mohd. Rafi, a photographer by profession, used to work for Akhtar to raise funds for his activities. Now guilt-ridden and conscientious owing to the respect he received from the police, he has turned into an informer.
Akhtar kills a policeman every year on the day of the Mecca Masjid blasts. Soon, Akhtar is encountered. However, after several years, when a policeman gets killed on the same day, IG Praveen Chand suspects Akhtar's involvement. Is Akhtar still alive.
