Sammy's call with a woman in distress (America Ferrera) ends abruptly after his coworker Janice accidentally unplugs his phone. Sammy and Janice have a special connection - even if they are too afraid to acknowledge it. At the call center's morning meeting, Walter derides his employees for averaging only two calls per day. In an effort to improve their numbers, Walter sends Sammy and Janice into town to "create some emergencies." On their way out, the two would-be agitators get stuck in the elevator.
Walter calls the meeting back to order after Janice and Sammy's elevator mishap. Realizing that creating their own emergencies won't work, everyone brainstorms new ways to improve their numbers. Bart suggests that they shoot a PSA for 911 Hell, and to everyone's surprise, Walter agrees. While taking a call, Janice has an accident, leading to a touching moment between her and Tim - the only seemingly normal employee. Shanna takes advantage of a call to land a date with a man (Mike "The Situation" Sorrentino).
The crew films a PSA with Bart in the starring role. However, after a series of mistakes, an exasperated Tim gives the lead to Sammy, who does surprisingly well. Buoyed by his newfound confidence, he heroically answers a call, while Janice looks on, lovingly. On the other end is a woman (Lynn Cohen) who has fallen (and she can't get up).
Akram hangs up on a call from a choking man (David Krumholtz) in order to attend an emergency meeting. Walter shows the team the final cut of the PSA, which he has edited to include a 30-second shot of him sipping a whiskey and looking longingly into the camera. Afterwards, the crew celebrates Betty's birthday, but she passes out while trying to blow out her candles.
911 Hell is alive and bustling with activity for the first time this season (and ever). We get a glimpse of every employee attempting to provide care for their callers -- and, of course, miserably failing. Sammy musters the courage to ask Janice on a date, but is rejected when she reveals that she has a boyfriend. Desperate to be the first employee to successfully address an emergency call, Walter helps guide a man (Richard Kind) who has been impaled on a fence - and somehow doesn't screw it up.
